Bus Conduct

Student Transportation, Bus Conduct, Travel, Training, and Supervision

I. PURPOSE

The purpose of this policy is to establish uniform expectations for student conduct, adult supervision, training requirements, safety, and accountability during student transportation and district-sponsored travel.

Transportation is an extension of the school day. All district policies, supervision standards, and behavioral expectations apply whenever students are under district authority.

II. SCOPE

This policy applies to all district-sponsored transportation and travel, including:

• School bus transportation (daily routes and activity trips)
• Field trips and school-sponsored travel
• Athletic and extracurricular transportation

Students remain under district supervision from departure until official dismissal.

III.  STUDENT BUS CONDUCT

Riding the school bus is a privilege, not a right.  Students are expected to conduct themselves in a safe and respectful manner at all times.

1. Prohibited Conduct

The following behaviors may result in suspension of bus riding privileges:

• Conduct that may warrant suspension or expulsion under Safe School Policy (FHA)
• Willful injury or threat of injury to a bus driver or another rider
• Willful and/or repeated defacement of the bus
• Use of profanity after warning
• Repeated willful disobedience of a bus driver of supervisor
• Any behavior deemed to threaten the safe operation of the bus or safety of occupants

IV.  ANNUAL TRAINING REQUIREMENTS

1. Required Participants

The following individuals must complete annual, documented training prior to supervising students:

• Classroom Teachers
• Paraprofessionals
• Athletic Director
• Head Coaches
• Assistant Coaches
• Activity Advisors
• Overnight Chaperones

No individual may supervise students during district-sponsored travel without documented completion of required training.

B. Training Components

Annual training shall include, at minimum:

• Review of this policy
• UHSAA / state / district training (e.g., Vector training)
• Active supervision standards
• Bullying, hazing, and harassment prevention
• Sexual misconduct awareness and mandatory reporting obligations
• Professional boundaries
• Transportation supervision requirements
• Overnight travel protocols (if applicable)
• Incident documentation and reporting procedures
• Roles and accountability structure

V. FIELD TRIP AND NON-ATHLETIC TRAVEL REQUIREMENTS

A. Pre-Trip Instruction

Prior to departure, the supervising teacher shall:

• Review behavioral and safety expectations

• Inform students that all district policies apply during transportation and at the destination

B. Parent Permission

All field trips require written parent or guardian permission.

Permission forms shall include:

• Destination and travel information
• Statement that the activity is an extension of the school day
• Behavioral expectations
• Summary of potential consequences

Students without signed permission may not participate.

VI. ATHLETIC PRESEASON COMMUNICATION 

A. Parent/Player Meeting

Each Head Coach shall conduct a preseason parent and player meeting prior to the first competition.

• Attendance must be documented
•  If a parent is unable to attend, written acknowledgment of expectations   must be obtained prior to participation

B. Required Topics

The meeting shall include:

• Travel expectations
• Transportation supervision standards
• Prohibited conduct
• Consequences for violations
• Reporting procedures
• Technology expectations
• Overnight travel protocols (if applicable)

Participation in athletics may be withheld pending acknowledgment of expectations.

VII. ACTIVE SUPERVISION 

Supervision requires visible, attentive, and engaged monitoring.

A. Transportation Supervision

Supervising adults will:

• Position themselves to maximize visibility
• Avoid prolonged inattention
• Assign responsibilities when multiple adults are present
• Intervene promptly when misconduct occurs

Passive presence does not satisfy supervision obligations.

B. Overnight Supervision

When overnight travel occurs:

• Room assignments shall be documented
• Curfews shall be established and communicated
• Room checks shall be conducted 
• Policy violations shall be reported immediately

VI. ADULT ACCOUNTABILITY

A. Supervising Teacher or Head Coach

The primary supervisor is responsible for:

• Student supervision
• Enforcement of expectations
• Parent communication
• Incident reporting
• Oversight of assisting staff

B. Paraprofessionals and Assistant Coaches

Assistants are responsible for:

• Assigned supervision duties
• Monitoring designated students or areas
• Immediate reporting of concerns

C. Athletic Director (Secondary Level)

The Athletic Director shall:

• Ensure annual training compliance
• Maintain training documentation
• Monitor program-level compliance
• Review travel-related incidents
• Recommend corrective action when necessary

IX.  VIDEO SURVEILLANCE ON SCHOOL BUSES

1. Use of Cameras

 

Video Cameras may be used on school buses to:

 

• Monitor student conduct
• Maintain a safe environment

 

2. Security and Confidentiality

 

• Recordings are confidential student records
• Access is limited to authorized personnel with legitimate educational or administrative purposes
• Recordings used in disciplinary proceedings shall be treated as confidential evidence

 

X. STUDENT ACCOUNTABILITY

Students are individually responsible for their conduct during all district-sponsored activities.

A. Student Responsibilities

Students must:

• Follow directions of supervising adults
• Comply with transportation safety requirements
• Remain Seated and behave appropriately
• Refrain from bullying, hazing, harassment, intimidation, or inappropriate conduct
• Use appropriate language
• Use technology responsibly
• Respect the safety, dignity, and property of others
• Report serious safety concerns

B. Consequences

Violations may result in one or more of the following:

• Verbal warning
• Assigned seating
• Parent notification
• Suspension of bus privileges
• Removal from contests, participation, or travel
• Loss of future transportation privileges
• School disciplinary action
• Removal from team, club, or activity
• Restitution
• Law enforcement referral

Serious misconduct may result in immediate suspension from participation pending investigation.

C. Retaliation Prohibited

Retaliation against any individual who reports misconduct or safety concerns is prohibited and subject to disciplinary action.

XI.  SUPERVISION RESPONSIBILITIES

1. Bus Drivers and Supervisors

 

Bus drivers and supervising adults are responsible for:

 

• Maintaining order and safety
• Enforcing behavioral expectations
• Reporting misconduct

2. Supervision Standards

 

Supervising adults shall:

 

• Maintain visibility of students
• Avoid prolonged inattention
• Intervene promptly when misconduct occurs

 

XII. INCIDENT REPORTING

The following incidents must be reported to administration:

• Bullying, hazing, or harassment
• Physical aggression or sexual misconduct
• Threats or safety concerns
• Significant misconduct during transportation

Reports must be made in a timely manner.

XIII. OVERSIGHT AND ENFORCEMENT

Administration may:

• Review transportation video recordings
• Audit supervision documentation
• Verify training compliance
• Investigate reported concerns
• Enforce disciplinary action consistent with district policy

Failure to comply with supervision standards may result in disciplinary consequences.

XIV. CULTURE AND EXPECTATIONS

All district-sponsored activities and travel are extensions of the school day.

District policies, supervision standards, and behavioral expectations apply in all settings where students are under district authority.
