September 13, 2023 Board Meeting Minutes
MINUTES OF THE MEETING OF THE BOARD OF EDUCATION FOR WAYNE SCHOOL DISTRICT ON WEDNESDAY SEPTEMBER 13th, 2023 AT 6:00 PM at WAYNE HIGH SCHOOL.

April Torgerson called the meeting to order.
Pledge of allegiance is recited.
Jim Lamb offers a reverence.
CONCENT AGENDA
Curtis makes a motion to close the public hearing for school fees. Jim seconds. All in favor.
FINANCIAL REVIEW
Liz asks a question about how often we pay for the Educators handbook. Superintendent replies it is Annually.
CITIZEN COMMENTS
Barbara asks about the Narcan progress. Curtis answers that progress is slow. Discussion around getting it in the schools. The board would like to get it in the schools properly. There will be a course that the board will look into and make some suggestions on attendance.
RECOGNITION OF RETIREMENT
Collene Gardner was presented a bell from the board. She also plans on substitute teaching for Sarah when she is off on maternity leave.
INFORMATION ITEMS
Superintendent Report
Kelly Hall with Hogan Construction spoke about the progress of the construction project at the HS.
Superintendent updated the board on application for the new Elementary School.
USSSA Meeting – Apprenticeship programs in Public Education; Update on Revenues for Public Ed; Homeless in the State; Rehiring of Retired Educators in URS; Truth in Taxation – Budget vs Rate – Levy adjustments to stay in Compliance; USBE alignments with USBE; School Safety – Physical Facilities & Student Wellness – where the focus is being placed on Law Enforcement and Safety Training.
Prevention Block Grant – Awarded $143,000 to focus on Student Wellness, Chronic Absence and Behavior. Used to fund Stipends for Staff of At-Risk & Behavior Teams and Oversight. Required to have Community Awareness/Prevention nights, looking at October 16th to start with Key Note Speaker to improve attendance.
Utah Rural Meeting scheduled for September 26th in Richfield.
CUES Fall Regional Meeting scheduled for November 4th in Nephi.
Data Review
Student Enrollment for October 1 counts (444 in 2022)
Jeff Pei, Hanksville Mayor – Discussion of Hanksville Group & Emergency Response would like to assist the district with Hanksville Elementary. Risks in our Community. Cost to our Community. Would like to use buildings for drills for Fire, Emergency Response & EMS. Concerns about what the county is doing for the safety of our students. Response times are very slow in WC due to lack of resources. Superintendent discussed the guidelines and training that is coming down from the state. CSTAG is what it is called. CUES will be involved. Training in December. Review of Hanksville entry to be more secure. Further discussion will be scheduled. Review of current plans will be reviewed after CSTAG. Policy CEB Review of plans and communication with local authorities TBD.
Pre-Delegate Assembly Update & Leadership Conference

Johnathan Ball – Money man for the state. Reviewed Budgets of the district. Reviewed the timeline for board members to visit with and contact legislators. Projections for Revenues. Reviewed Priorities in a “lively” discussion. Asks from Delegate Assembly & District and how it is broken down. Delegate Assembly to be held earlier next year. Increase of NESS funding. WPU increase, Retirees bring back and Truth in Taxation and inflationary adjustment.

Shawn – Is the Juice worth the squeeze. Are we complicating things. Nobody likes surprises, even if they are good ones. Communication.
Other Discussion - Know your audience. Customer Service Training. Getting the water to the end of the row. Service Pins. Email vs In-Person
Brylee – Updates on Baseball Schedule, Volleyball Schedule, Cross-Country Schedule, Club Socials, Rodeo Club, Musical, Homecoming. Question – Propane incident, do we have safety protocol. Out of state trips discussion and explanation.
Board Member Reports
Shawn - Minutes for board meetings not posted has been resolved.
Jim – Traffic at LES has been reviewed and there is a meeting. Parking at Turner Park issue, students can park at the church. Table Top exercise at Courthouse September 29th at 6:00pm for emergency services to discuss the 12 tanks in Bicknell. Safety personnel are invited. Wayne County School District are invited.

Cell Phone Contracts
Curtis makes motion to approve the proposed cell phone contracts, Shawn seconded. All in favor.
House Behind High School
Discussion about the cost of demolition and getting property ready for paving of parking area.
Shawn makes motion to approve the removal of the district owned house for future , Jim seconded. All in favor.
