Firearm Safety

Firearm Safety Training—

Each District school shall present firearm safety training to students in accordance with Utah State Board of Education Standards and the following schedule:

  1. To a grade, at least three times while a student is attending kindergarten through grade 6;
  2. To a grade, at least once while a student is attending middle school;
  3. To a grade, at least once while a student is attending high school.

The training shall be provided in a manner that is developmentally appropriate to the grade level receiving the instruction and shall emphasize the best practices and guidelines for the safe handling and storage of a firearm to prevent accidents and ensure personal safety.

The instruction may be provided in school using life instruction, a video, or online materials; with an existing hunter safety course; with the health education curriculum, or with the physical education curriculum. It may be provided using firearm safety curricula and materials created by the Utah Attorney General’s Office. Any statements regarding a firearm in the instruction shall be politically neutral.

If the instruction entails the display or functionality of an actual firearm on or about school premises, the individual providing the instruction must be exempt from weapons laws as described in Utah Code § 53-5a-108(1)(a) through (f).

Before the instruction is provided, the student’s parent shall be notified of the instruction and of the option and process for the parent to opt the parent’s student out of the instruction. A school may provide an alternative educational activity to a student who has been opted out of the instruction.
